The Lagos State Government has listed the development of the 68km Green Line rail from Marina to the Lekki Free Trade Zone as a key priority for 2025, within the N1.052 trillion allocated for infrastructure projects.
Lagos State Commissioner for Economic Planning and Budget, Ope George, revealed this during the ministry’s Budget Analysis press conference in Alausa, Ikeja. The announcement was detailed in a statement from the Office of the Special Adviser to the Governor (Media and Publicity).
Alongside the Green Line, the government has prioritised the second phase of the Lagos Rail Mass Transit (LRMT) Blue Line from Mile 2 to Okokomaiko. Other major infrastructure projects include the Lagos-Badagry Expressway, the dualisation of Ojo Road and Baale Adeyemi in Ojo, and the construction of the Lekki-Epe (Orisa) Bridge and its approach road.
Key Infrastructure Plans
The budget also covers major road projects such as Samuel Ekundayo/Toga Road in Badagry, Abaranje Road in Alimosho, and Adamo-Akanun-Agunfoye Lugbusi Roads in Ikorodu. Road rehabilitation in Ikeja GRA—including Oba Dosunmu Road, Sasegbon Street, and Sobo Arobiodu Street—along with upgrades to the Lekki-Epe Expressway (Phase IIA, 18.6km) have been included.
The government plans to complete key transport initiatives, including the Abule Egba and Ajah Bus Terminals, the Iyana-Ipaja Bus Terminal, and the Opebi Link Bridge to Maryland. Other projects include the rehabilitation of the Eti-Osa Lekki-Epe Expressway (Phase II), construction of the Lekki-Epe Airport Road and Omu Creek Road, and preliminary studies for the 4th Mainland Bridge.
Additionally, the budget supports the completion of 13 new jetties, upgrades to existing ones, and the construction of multiple stadia across the state to promote youth and community sports. Housing developments in IBILE (Ikorodu, Badagry, Ikeja, Lagos Island, and Epe) are also set for expansion, with ongoing projects at Sangotedo, Ajara-Badagry, Ibeshe, and Epe.
Green Line Rail Project and Federal Support
The 68km Green Line, a key component of the Lagos Strategic Transport Master Plan, aims to improve connectivity and reduce congestion. The Lagos State Government recently signed an MoU with the Federal Government’s Ministry of Finance Incorporated (MOFI) to advance the project.
A review of the 2025 Federal Budget Proposal showed that N146.14 billion has been allocated as counterpart funding for the Green Line Metro Rail Project. These funds will be managed by MOFI under the Ministry of Transport.
In September 2024, Lagos formalised an agreement with MOFI and China Harbour Engineering Company (CHEC) to design, finance, and operate the Green Line, marking a significant step in modernising Lagos’ transport system and boosting economic growth.
